Clinical Services at Rush Patient Rights & Responsibilities

The Rush Hemophilia & Thrombophilia Center is committed to treating patients and families in a manner that respects their rights while at the same time expecting them to share responsibility for their or their child’s health care. This document outlines patient and family rights and responsibilities. It is provided to every family member at the time they are first seen at the Rush HTC. Patients and families are advised to call the HTC when they have questions or concerns about their or their child’s treatment.

Patients/families have the right:

  • To be treated in a manner that respects your/your child’s privacy and dignity as a person.
  • To receive assistance in a prompt, courteous and responsible manner.
  • To be informed by your treating physician of your/your child’s diagnosis, prognosis and plan of treatment in terms you understand.
  • To be provided with information about alternative treatment options, including factor replacement product options.
  • To request a  particular factor replacement product on the basis of safety, efficacy and cost.
  • To be informed by your/your child’s physician about any treatment you/your child may receive. Your physician will request your consent for all treatment and release of medical information, unless there is an emergency and your/your child’s life and health are in serious danger. In addition, information about you/your child may be released without your consent in the following circumstances:
    • Clinical information is required by health professionals for your care.
    • Rush is legally obligated to release information.
    • Rush prepares and releases information in the form of statistical summaries that do not identify individual participants.
    • Information is necessary to support or facilitate claims payment, utilization management or quality management.
  • To refuse treatment and be advised of the probable consequences of your decision by your/your child’s treating health professional. We encourage you to discuss your objections with your/your child’s physician and the HTC director. He or she will advise and discuss alternative treatment plans with you, but you will have the final decision.
  • To select a HTC physician and to change your HTC physician for any reason.
  • To select a home care company and to change your home care company for any reason.
  • To be provided with a list of alternative competent hemophilia treatment centers and physicians skilled in treating hemophilia.
  • To express a complaint about Rush HTC and the care you have received and to receive a response in a timely manner.
  • To initiate the grievance procedure if you are not satisfied with the decision regarding your complaint.

Patients and families have the responsibility:

  • To fully understand the communication materials provided by the Rush HTC regarding your/your child’s diagnosis, treatment plan, alternative treatment options and prognosis.
  • To work with your HTC physician to establish a continuous and satisfactory relationship with him or her, and to schedule an appointment at any time you feel it is necessary.
  • To consult your HTC physician for his or her directions prior to receiving medical care (except in life-threatening situations) including new medications or treatments prescribed by other health care professionals.
  • To keep scheduled appointments and notify the Rush HTC promptly if you will be unable to keep an appointment.
  • To pay all charges, if any, for missed appointments and noncovered services.
  • To follow the advice of your HTC physician and consider the likely consequences when you refuse to comply. We encourage you to ask questions of your physician until you fully understand the care you are receiving.
  • To provide honest and complete information to those providing care.
  • To provide accurate and complete infusion records and treatment calendars to the Rush HTC.
  • To know what medications you/your child are/is taking, why you/your child are/is taking it and the proper way to take it.
  • To express your opinions, concerns or complaints in a constructive manner to the director of the Rush HTC.
  • To make sure that Rush HTC is notified of any changes in address or phone number.
